Physical Description: Valerian is of average height at 5'10", with the lean build of a climber and fighter. Black hair is kept cut fairly short, with the bangs hanging over his brow but not quite in his eyes and the rest roughly matching that theme. His eyes are black, with iris and pupil indistinguishable from each other. Valerian looks young for his age, often taken to be five or more years younger than he in fact is. Typically on his shoulder, but sometimes in a pocket, is the undead squirrel companion that Valerian has named "Rupert."

Valerian is almost constantly clad in a semi-formal blue uniform, complete with award ribbons, a gold command braid, and shoulder and collar rank insignia. The uniform can include a long black coat in inclement weather. It is exceedingly rare for Valerian to be seen without his weapon; a broad-headed spear of variable properties. At times it is standard length for a battle spear, comfortably wielded in two hands and impossible to wield with one; at others it is short enough to use one-handed. Similar to the spear, Valerian is never seen without the white gloves he wears -- those gloves bear some arcane symbol on the back of the hand. Rounding out his equipment is an assortment of pouches in pockets and occasionally on his belt, their contents mostly as mysterious as the symbol on his gloves.

Akai'a took a close look at the schematics. A pentagon defense, not a bad idea, but to make a city both inviting, Cyronin suggested, and well defended, as Naoki wanted, would require a new approach. Not to mention the walls would limit impede the ability to expand as few would want to build their homes outside the defenses.
Akai'a leaned back and put a bit of thought into it before an idea showed itself to her. It took a moment more for her to perfect the idea in her mind. Finally the volkrim opened her mouth to speak, a suprisingly smooth and soft voice leaving her lips, "Cyronin is right. The high walls and towers alone could stunt the city's growth and make her seem uninviting, this can be overcome however." She waited a moment giving people time to shift their attention to her. "The project should go above and beyond the walls, as they are but one layer of defense against forces marching on the city. I think we would have to continue construction projects throughout the city afterwards with Naoki's proposed goal in mind... With the aid of magic and a few good engineers it is more than possible to make Isra a mountain on the plains; creating a tiered city. Multiple platforms overlapping each other, sepperated by gates and each tier having its own walls and defenses; such as high mounted trebuchets. It would truly turn Isra into a fortress city." The idea would surely be scrutinized but she continued, stopping only for breaths but speaking slowly and calmly to make sure that all heard proper," This solves Cyronin's problem with the city looking intimidating as if done correctly, we could make the city look both aesthetically beautiful and safe to merchants and immigrants alike. It also solves some issues that could arise from building such defenses... It gives the workers on the walls continued work after the project is completed. It doubles, perhaps even triples the available space behind the walls. And, in my opinion, most importantly it gives us the chance to repair, update, and in some cases build necessary infrastructure throughout the entire city."
She paused letting her words sink in before continuing, "That being said, it is perhaps an issue to discuss at a later date, the issue at hand is the walls. These wall are the first step in producing a stronger Isra that can stand the tests of time and war." Akai'a let it rest at that point. She looked person to person reading their faces and trying to see what they thought of the expanded idea. She settled her eyes however upon Naoki as her opinion mattered most to her.

Physical Description: A lean man but tall man, his skin pale but still sun touched. His muscles are toned and well built. His hands calloused from years of training and swordplay. His chest His hair is straight but curls slightly at the ends and settles on his shoulders, a short trimmed beard graces his gaunt cheeks and angular jaw, framing his soft pink lips. His eyes are a sharp blue, bright and strong.
Clothes and Equipment: Clad in dark clothing, a soft cotton layer.
A hauberk of hard dark leather adorns his chest. Occasionally he will wear an additional layer of steel chain mail over this. Vambraces on his forearms are also of dark leather, a dagger sheathed within his left. Boots carefully made of soft and hard leather armor his feet and lower legs.

Over all of this he wears a woolen cloak, fur sewn into the shoulders and leather straps cross his chest forming an X and holding the cloak firmly in place. It just barely drags the ground as he walks.
His belt holds a dagger and a bastard sword. A set made of steel only beaten in strength by mythril. Shining bright and pure. The hit is a slightly curved cross of this steel, thick and strong, helping to balance the blade. Its handle of carved wood and wrapped craftfully in leather. The pummel is also this steel shaped carefully into a wolf's head and painted black with green eyes.

Crovan remained silent. The wolf's idea was quite a thing to imagine. Perhaps too much to take on but from what he's seen of the Isranians they could indeed do it. Quite the mind that one had. Despite these thoughts Crovan would remain silent. Rather continued his thoughts. At the moment even the Winterlands had more of a defense than the city of Isra, and that made him and his people a valuable asset to them. For a second the thought of trying to undermine these attempts at a stronger defense arose in his head. He batted them away however. These were his people now and what was best for the people as a whole should come before the few and his Winterlands was indeed the few compared to Isra.

There it is again, that idealism. Such a troublesome concept, Naoki thinks.
The practical value of walls is undeniable. Unassailability is a wonderful trait to have, and that fact cannot be argued. But here comes Cyronin, who ought to be perfectly aligned with her on this issue, beginning to purport ideas relating to how having walls will shape the city’s image into one that doesn’t align with the ‘principles’ it was founded under. Such a sumptuous point to make.
The thought brings a small crease to Naoki’s brow, but she otherwise dismisses her irritation as Akai'a begins to speak. As she continues, Naoki begins to nod. An expansion upon the idea of simply walls. An engineering project on an even more monumental scale, to include expansions to infrastructure and introduce the concept of layered construction.
Technically, Naoki supposes that it isn’t quite the most practical idea. Given the size of the Free Plains, and how staggeringly much land exists in a state conducive to building, it would be far cheaper to build outward. Wide, not tall.
But there is, again, the idealism of ‘a mountain upon the plains’. A tower stretching up to the clouds is more romantically appealing than cityscape sprawling all across the countryside. And endlessly more intimidating, besides.
Naoki nods once more in response to Akai'a’s final statement, beginning to speak again, “An excellent idea. I’ll return to Juan with these concerns and ideas, and see what all he can produce. At the next meeting, we can revisit this topic and review his designs- for the city as well as the port, and begin to form some proposals to The Assembly. With some defined goals in mind beyond simply defense of the city, I think he’ll be able to produce something we’ll all find satisfactory. Unless anyone has anything further to offer, I think we ought to table the topic for the time being.”

Akai'a waited for others to speak but none did so. She decided to move on to her own issue, "I have one thing that needs attention. The city needs a better sewage system and general plumbing as a whole. I was hoping to discuss this directly with the Minister of Primary Industries before bringing it to the table, alas it seems he is absent from his office and the meeting." She said the last words with an annoyed tone. A fresh minister and already shrugging off his duties... She shrugged off the thoughts, who knows perhaps he was just running late.
"I can do it on my own but if we want to do this cheap I need mages skilled enough to use magic for construction." She paused only for a moment, "After the construction is complete I'll need a set of dedicated workers to maintain the system and install lines to the many many buildings of the city." She shifted in her seat, her bum growing weary of sitting. "It would create some jobs and increase the health of the Free City as a whole." She grinned, that practiced smile that mimicked a human, "It will help with the smell too."

The hilt is worn and weathered with battle, and seems to be ancient, and yet the blade gleams and shimmers in the slightest of light as though it emerged from the flames of a forge only yesterday. The blade's edge is razor sharp, and appears to have never needed sharpening. His armour and sword both possess a degree of enchantment, but the extent of which is unknown, even to him.

The discussion itself was unnecessary and irrelevant, as far as Ryden could tell. He was caught between amusement and disturbance that there was a debate over this topic - after all, the very nature of walls made them utterly useless against mages or great beasts. The City should be devoting its resources to improving the military, or the guardforce, or the mages, not to mention the fact that undertaking such an oppressive, if impressive, project would do wonders for both the reputation and image of the city, as others has said. To even entertain the idea of - He halted his train of thought, as it could roll endlessly, and very little would be able to slow it once it began.
His incredulous reaction to Naoki's proposal would be, he hoped, the only one of such nature during the meeting, but he very quickly and very painfully was proved wrong when Akai'a added to the proposal, with the far-fetched idea of raising a literal mountain from below Isra, seemingly without any regard to the structural integrity of the land, the potential risk to the existing buildings and persons of the city, the incredible cost of hiring enough powerful mages to work such a feat, and the potentially immense ramifications it could have on the flora and fauna of the surrounding region. For a supposed Minister of the Environment, she was clearly not altogether concerned about the wellbeing of her domain, which was deeply concerning.
As Naoki had said, however, the meeting must carry on, and Ryden was more than happy to progress it.
"... If you would please, Lady Naoki, bring this Aaedenian to our next meeting so that we might have him answer our questions directly, it would be greatly appreciated. I would also recommend him to rehabilitation until that point, so that we might have him in a slightly less impaired state. In the mean time, and in conjunction with the idea of better defences of the city, I would request that you focus your magical efforts on research into protective measures, Minister Ruana, so that the same terrible fate that befell Aaedan does not come to pass upon us, also."
"Minister Deathforge, if you could please ensure that sufficient guarding protocol is set in place prior to the upcoming summit. I shall leave the specifics of that in your capable hands. And - speaking of the summit, you are all invited to observe. If you intend to come, take the pass that is in your folder, and the guards will allow you entry."
Quite diplomatically, Ryden decided not to go through and list the names of those present who would be seated at the official Isran table. There was no sense in needlessly offending anyone. At least, not right now.
After Akai'a finished her second proposal of the evening, Ryden turned to her, addressing her ideas.
"That sounds well worth investing in, Minister. Any sort of infrastructure improvements will benefit everybody in the city. It would be preferable, however, if you were to use manual labour, rather than magical. The research into protecting our city should be priority, as far as I can see it, and I think we need to devote all of the magical and financial effort necessary to that project, so that we can ensure the safety of our civilians."
Ryden's eyes flicked down to his paper as he drew lines through the various articles on his list, before he reached the last.
"Ah! Of course. After the recent valorous actions of our brave soldiers in facing the menacing threats in Aaedan, I would propose that we establish an Order of Isran Noble Knighthood, which is of course a working title, in order to recognise those exemplary citizens who serve above and beyond in the name of this city, acting in a military or civilian capacity. I will accept any submissions for official styling before our next meeting."
With that, Ryden struck off the last item on his list, before looking around the table to see if anyone else was going to speak.

"Nobility is a dangerous concept for the Free City. Knighthood is one thing, but we should consider whether the title would be heritable -- I would argue that it should not -- and, as you said, styling is a concern. Not to mention the question of what privileges or benefits it would convey. It's certainly not a bad idea, though." Valerian had been silent throughout the talk of raising a mountain, but his expression had made his stance rather plain -- a very sardonic look, as he realized that people were making proposals without considering their practicality. Raising the land would level the city, and no nation had the resources to raise a mountain and completely rebuild its capital on a whim. Acknowledging those who went above and beyond, however, was a fine idea.

"It isn't designed to be nobility in the feudal sense, of course. With no monarchical leadership or any such, it wouldn't make sense for us to have actual ranks of nobility, but it is, as I said, a working name. Perhaps 'Order of Isran Merit' would be more fitting. As for heritage - I don't think that would be an issue, as there would be no titles being awarded, but I see no reason for a descendant of a member being permitted to attend official events in lieu of their deceased progenitor."
Ryden had watched the various members during the reading of the proposals, and had observed the admiral and his stance on the matters discussed. It was greatly pleasing that there were some Conclave members who could see sense on such outlandish ideas.

As Akai'a states her proposal, Naoki nods slightly in her direction. Naoki wasn’t aware that the city’s existing sewer system was inadequate- she had never noticed or been told of any issues with it. But it also isn’t her job to be aware of such things, so fair enough. What Ryden has to say about it is about all there seems to be to say about it, though. Seeing as how he phrased his thoughts correctly- as a suggestion, she has nothing further to add.
She shrugs noncommittally at Ryden’s request that Juan be brought to the next meeting. She resolves to give it a token effort, but, being familiar with the drugs in question, sincerely doubts that any manner of rehabilitation would be effective. She would simply end up explaining that at the next meeting.
As Ryden continues, however, an expression of mild bemusement makes itself present on Naoki’s face. She waits for a moment, listening to what Valerian has to say, but interjects with her inquiry after Ryden has finished fielding his question.
“I don’t think you’ve adequately articulated what you’re getting at here, Ryden. I don’t understand your proposal. If an individual accomplishes something noteworthy, it makes sense to recognize their noteworthy deed officially, and perhaps with some manner of ceremony and ornamentation. I’m with you that far. But- and perhaps I’m missing something here- but what would be the point of having an “Order of Merit” as opposed to say, just a ceremony and a medal? What would the Order… do? Where’s the practical merit in maintaining an “Order of Merit”?

Given she was in the city, she came to the meeting. Unlike at the latest Feast she had attended, the Emira of Sakand arrived in a more conservative dress. The neckline was still flirtatious, a wide V that ended at the tip of her shoulders, but she had long sleeves and the top was more like a long coat, a thick skirt worn beneath so silken skin was visible along her ribcage. Gold jewelry still decorated at her ears and across her temple, but her thick hair was bound away from her face. She arrived alone, with no attendants with her, and for the moment was content to stay to herself. She wanted to size up the others in a more professional atmosphere, and lowered herself into her designated seat, eschewing any beverages or refreshments that might be present (if there were any).

Her hands are covered with fine gloves of black silk and she wears one ring on each, one having a purple stone set in it and the other a piece of onyx. Carrying an ornate cane of orellium, Grandma can use it to increase her magical channeling as well as assist in deflecting others spells with it. The cane itself is black and covered in numerous ornate, but tiny runes. The cap on the cane is a purplish colored gem. On her wrist is a silver bracelet with a ruby in it that Grandma uses for telepathic communication with others in its network.

Grandma arrived right on time for the meeting, her demeanor hinting that she was in a good mood. She wore a far more lavish outfit than usual. Long sleeved scarlet robes enveloped her trimmed with a plentiful amount of gold. There were also several rather abstract designs made with black thread embroidered onto the robe. Wearing a wide smile as she made her rounds about the room, Grandma greeted the various ministers and foreign rulers. Upon finishing this task, she took her designated seat, the various rings on her hand glittering unnaturally.

Acting-Commodore Calgary arrived in full-dress uniform, taking the seat previously reserved for Elizabeth Finch, it's a bit tight, and he wonders how he could go about getting a new one. He appeared to be the first officer in the military to arrive, so he kept to himself and took his seat quietly. Conclave meetings were an unexpected negative in his new position, the only enjoyable bits the occasional sniping that happens between the politicians.

Minister Deathforge was the next to arrive, flanked by a pair of senior Inspectors, both with pads on which to take notes of the meeting's proceedings so Deathforge could peruse them later. He had a habit of falling asleep in these things, and thus the notetaking was necessary. He nodded his greetings to Grandma and Fairuz, taking his rather large, and comfortable, seat. This was the only chance for a nap he was likely to get all day, and he was strongly considering taking it.

Ganymede arrived, in a brilliant mood. Her hair was threaded with flowers, and her skin almost seemed to sparkle as she moved. She wore a daring and decadent gown as usual, and breezed in like she was spring incarnate. She greeted those she knew with her usual playful smile and coy eyes, and chose to take a seat...
... right next to Grandma. There was something mischievous in the Minister of the Art's eyes, and rather than be quiet and professional like everyone else was, the purple-haired (for yes, she'd chosen purple as her hue de jeur) leaned across the table and began to chat up the Emira of Sakand, asking questions about Sakand and how she was enjoying Isra.

Gothmog took his seat, coming in without any sort of formality or salutes. His uniform smells very faintly of rum, but is stain free and unwrinkled, indeed it fits rather well. His usual assortment of earrings and weaponry are all present as well, gleaming as he passes by the various lights in the Chamber. He smells vaguely of salt, having just returned from the shakedown cruise for both Dakota and Depravity , following their periods of rest and refit in the Silverion dockyards.

He still hadn't quite gotten used to these council meetings, and would much rather be in his own office dealing with things that were actually under his jurisdiction. Ms. Booker, his assistant, sat beside him. She pulled out her notebook, ready to take rapid notes on anything of importance. Robert glanced over at her and nodded with satisfaction, seeing that she was ready. What would he do without her?

Lady Naoki enters from the rear of the room without fanfare. As she moves past Zemp toward her seat at the opposite end the table, she finds it somewhat pleasing to note that everyone has arrived in such a timely manner. Everyone who she expected to be able to attend, at least.
Those who are unable to attend will receive a report on the contents of the meeting about to happen a few days later.
Settling herself comfortably back into her seat, Naoki rests her elbows on the table and places her chin atop her interwoven fingers. With an expression a bit more smug than is standard even for her, Naoki nods across the length of the table toward Zemp, suggesting that he begin.

Physical Description: Taller than most at 6'4, with relatively short, steel-grey hair, and a well-groomed, dignified moustache and beard, Ryden Greyiron would have been considered handsome, once upon a time, and still might be by some, but stress and worry has gotten to him over the years, and more than anything, he looks weary. With well-defined, prominent cheekbones, a strong-set jaw, and a proud nose, he looks every part the stately nobleman he professes to be. His dark blue eyes are filled with a solemn and calculative consideration of everything around him. He has the lean and muscular body of a great swordsman not long out of their prime, and his movements show it - they are graceful, yet dignified, confident and determined.
Clothes and Equipment: Ryden is generally only seen in his engraved armor. His armour is an assembly of intricately engraved detail and runic symbols in equal measures. With his long and flowing grey cloak, he creates a distinctive impression of gravitas in all situations. His preferred weapon, a hand-and-a-half sword, is rather unusual. The hilt is worn and weathered with battle, and seems to be ancient, and yet the blade gleams and shimmers in the slightest of light as though it emerged from the flames of a forge only yesterday. The blade's edge is razor sharp, and appears to have never needed sharpening. His armour and sword both possess a degree of enchantment, but the extent of which is unknown, even to him.

Ryden entered the room quietly, taking his seat at the far end of the room, under the small window, as usual. He felt markedly uncomfortable about the meeting - despite the fact that he had no problem with Zemp, his presence made the chancellor both curious and apprehensive - after all, what governmental changes would be more appropriately deliberated and decided upon by a public servant employed in the Foreign Ministry than himself, the second-most senior official of the city, and Zemp's direct senior authority? He was not one to overestimate his own importance, but Ryden could think only of a small handful of situations fitting that criteria, and none of them he found particularly appealing.
Nonetheless, he had an obligation to attend the Conclave meeting - for the time being, at least - so he reclined slightly in his chair, a carefully neutral expression all his face was giving. He would listen to Zemp's discourse, whether he liked it or not.

After the formal introductions and commencement of the meeting, Chancellor Ryden turns to Josef Zemp and nods.
“Statesman Zemp, you have the floor, sir.”
“Thank you, Mr Convenor,” Zemp intones as he beckons for a page to come forward. The elderly statesman claps the youth on their shoulder and presses a large stack of papers into their hands, motioning for these to be distributed to all present.
“My dear colleagues, being distributed here is a brief overview of what we will be covering today in this meeting. Please do not distribute these papers outside of this room for the time being. Everything you hear today is strictly in confidence until otherwise stated. These are still considered state secrets. I do enjoy working with all of you and would like to keep our relationships intact and free from scandal.”
Zemp extinguishes his pipe and leans forward in his chair. From the topmost pocket of his waistcoat, he takes out a small pair of halfmoon spectacles and rests them on the end of his nose. Once everyone has their own bundle of papers, he begins.
“To begin, please refer to the first page of your papers. We have recently added the territory formerly controlled by the Gorian Regime to our own holdings. Medan, now called the Grand Duchy of Meridian by request of its new regent, is in the process of being fully admitted to our state. The newly titled Duchess Camilla Blake will preside over this holding. She will serve as leader during the time Isra works to help piece the land back together. Her service will continue so long as she decides to hold this position. I need not tell you the toll that the war took on both the infrastructure and people therein. The chief goal on our end is to support the Duchess in her rebuilding efforts, namely in providing capital for construction and infrastructure projects. More information can be found in your papers, or from anyone serving on the reconstruction commission.”
A few sympathetic nods acknowledge this reality while papers rustle and shuffle.
“This council will receive updates as reconstruction efforts progress. The current plan is to have a task force report back to us here. With foreign affairs being my particular skillset, I would not be the one to ask for further developments on this front. We will all be hearing more details on this front from Lady Naoki as this meeting progresses. The naming of officials to this task force will be taken up at another one of these meetings.”
“Page seventeen holds our next order of business.” Zemp gives the council a few seconds to turn to this page before continuing.
“Compared to the matter of Meridian's reconstruction, this is a far more comprehensive issue. The scope of what is to come, and I do not mean to overstate this, will be rather daunting at first. In an effort to consolidate our various departments from The Conclave, Isra, and the fledgling Meridian government, all current agencies, departments, and divisions are to be restructured.”
Murmurs and whispered conversations briefly interrupt Zemp, causing him to glare over his small glasses around the table. One stateswoman pipes up, saying “Mr Convenor, a question for the current speaker.”
“I will not yield the floor to any questions just yet, Mr Convenor.” Zemp replies, “Allow me to finish, then we will see if any questions remain. All agencies will be reformatted under a new banner, which is a purely stylistic change. Everyone will keep their current positions for the time being, I assure you, but you will have new faces in your departments as we onboard officials from Medan and other sundry places. Again, no one is being replaced. If you are uncomfortable with this aspect of the proposal, we can take it up after the briefing.”
Another pause, this time as a page offers a small slip of paper to Zemp. He unfolds it under the table and skims its content.
“Correct. No one will be losing their current position, but there will be a few title changes reflecting our reorganization. The biggest of these will be officially changing the name of The Free States. With our growing import in the world, as well as all our new territorial holdings, it makes little sense to continue to call ourselves simply The Free States, not when we have become so much more. We will be seeing a resolution to rename our happy little country from High Lady Naoki and her commision today, as well as a resolution to create these new titles.”
Out again comes the pipe and tobacco pouch while Zemp finishes his speech.
“And that is all I have for our briefing today Mr Convenor. With that, I yield the floor to questions.”
