Overlooking the Military Dockyards and the Fisherman's Wharves is the massive Fort Musashi. It sits perfectly opposite to the massive palace across the harbor, and provides protection to this side. It is here that the forces of the City of Quying (different from the more traditional samurai structure followed by the Daimyo's personal soldiers) marshal and train in times of war and peace. A hefty arsenal is kept here, numerous lots of ammunition to outfit the warships and armed merchant ships that serve the city. Pirates attempting to raid the city are their usual suspects, and the siege weaponry mounted on the walls of the fort can dominate anything attempting to enter the harbor by force. Should an enemy fleet attempt to enter the fort, or if it needs to be blocked off for any reason, there is a massive chain that stretches from the bottom of the fort to the palace, and once that is raised no ship can enter or exit the port. No beaches exist alongside the fort, the only land access being through the heavily defended Military Dockyards. That particular passageway can be flooded at the threat of invasion, and it is winding enough to make swimming it impossible without magical means, if one can find their way through it. Inside the fort resides the Quying military's soldiers, and their families, if they so choose. Small markets for food and produce exist within, giving tax-free discounts to the soldiers and their families, as well as offering a rotating selection of goods depending on warehouse surpluses and the fickleness of merchants. There is even a small school, satellite campus to the larger one near the palace, that hosts some of the basic classes for the soldiers and their children.

The Guards hauled @adams into the fort, the small handcart containing their personal belonging trundling along behind them. They are brought through the city and up the hill to Fort Musashi, where the prison in Quying is located.
"Move it along! I don't have all day!"

The two followed, although Phoebe more defiantly than Quincy.
"Hey, careful with that suitcase, it contains my rock collection!" She said as she noticed them dragging it along.
"Along with our other more fragile personal belongings, but hey, it's the rocks that matter most, right?" Quincy retorted sarcastically.
"Those rocks took me two years to collect, I'm not going to let anything happen to them!"

The guards exchanged a look. They did not get paid enough to give a damn about some foreigner's rock collection. They would, however, be going through every ounce of their personal items, looking for anything magical.
"We'll do our best," he says, but he doesn't sound very sincere about it. They come to a stop just outsid rather depressing looking stone building on the outer edge of the Fort.

"I don't suppose there's a chance I could talk to an official about this? Obviously it's a misunderstanding. We're tourists from another country."

"Aye, you'll be talking to someone from the palace soon enough miss."
Tourist or not didn't matter. The law was the law and all were expected to follow it. The ship they came in on should have briefed them on this stuff, and if the captain had not then that was a separate offence altogether.

The cell was very bare, two stone cots and a small pot. Stains on their tiny windowsill suggested that the pot was emptied out the window, which was a straight drop down to the sea, and the pointy rocks that jutted out of the seafloor.
"Enjoy you two, someone'll be along shortly."
They wheeled their belongings away, and the faint sounds of them going through the rock collection could be heard as well.

Quincy went to sit on the cot while Phoebe groaned and slid to the ground.
"This vacation sucks!"
"Yeah....well, still beats visiting my mother-in-law."
"You're not even married, dude!"
"Not anymore at least."
"Ugh...whatever, can't you just....I don't know, teleport out of the cell?"
"What makes you think I know that?"
"You know lots of stuff! I mean, can you at least summon me outside so I can get you out?"
Phoebe stood back up and put her hands on the bars, getting a good grip.
"Hell, what's stopping me from just breaking this down?"
"A sense of morality? I'm not summoning you out of here and I don't want you breaking down cell bars because I don't want to cause any more trouble. I don't think they took my papers but at this point I don't know if they have anti-magic weapons or something. Look, this is a misunderstanding. Once we talk to someone we'll be able to get out and head back to the mainland."
Phoebe sighed as she let go and sat on the cot with Quincy.
"Yeah....yeah, alright..."

The bars were anti-magic anyway, so any attempt to leave or teleport would be limited to inside the cell. After a couple hours a guard would return to the cell.
He bore a tray with two meals on it. The guard opened the door, set the tray on the floor, and closed the door again, locking it behind him.

"Daimyo Zuikaku is currently busy, Daimyo Kurokawa is visiting today, and he is in a meeting with her. If he is in a gracious mood he may visit you tonight, but I wouldn't count on it."
The guard said this over his shoulder as he exited the small hallway that contained the few anti-magic cells that they had in Quying.

Phoebe groaned.
"Unbelieveable! Five gold says their Dynamite or whatever the hell it is ain't even showing up! We're just going to die here!"
"Yeah, I'm starting to think the same way.....On the plus side, I'm a half elf. I have a pretty long life ahead of me."
Quincy smiled, trying to keep positive in all of this. Phoebe rolled her eyes.
"C'mon, Quince, this is serious. What, are we seriously supposed to wait here forever because these hicks don't understand magic?"
"I say give it until tomorrow. If he doesn't show up I'll think of something."

It would be several more hours before anything happened, save that the guards seem to have tired of going through the pair's personal belongings and were now alternating between being on watch and snoozing or playing some unknown board game that involved monetary exchange. Eventually, a guard, far better equipped than the ones they had seen up until now, came in and tapped loudly on the bars.
"Up you go now, bow when the Daimyo enters and keep silent until spoken to, got it?"

The Daimyo cut an imposing figure as he passed into the jail. It wasn't so much his physical presence per se, as much as it was the level of respect that everyone seemed to afford to him. He had a shrewd calculating look to himself that was evaluating the pair the moment he laid eyes on them. As soon as he entered, all of the people from Quying immediately bowed low at his presence.
"I understand you have been using magic inside my city. Care to explain why?"

The two bowed as well until they were spoken to. As Phoebe stood up, she spoke first.
"'Cuz using magic's as normal as breathing to us."
Quincy reached up and smacked the back of her head before speaking for her.
"Because we are tourists here from another country where magic is commonplace. We were not informed it was illegal in the city."

"Ignorance of the law does not provide exception. The Captain of any ship docking in to my city with visitors is supposed to give a brief. Did you not receive the brief on our laws?"
His tone was rather chastising, but seemed to indicate that they would not be punished further but that the Captain might.

One guard did his best not to snicker while the rest rolled their eyes or successfully suppressed laughter. The Daimyo was less than impressed or even amused.
"So not only were you breaking the law, but you were ignorant of the law and deliberately ignorant of it? That is almost as inexcusable as the crime itself."
