As it turns out, Megan does not need to search very diligently at all. The octopus seller is right there, frying up cephalopods on wooden skewers and selling them to the drunk, starving, or curious. If Megan approaches, he waves at her.
"Hello there, miss! Can I interest you in a fried octopus? I can dip it in chili powder if you like! I have lemons, mustard, and barbecue sauce! Here, try a piece."
With a deft slice, he cuts off the tip of a tentacle and holds it out to Megan on a paper napkin.
"Try it. Free sample."

There he is! He matches the face imprinted in my mind!
"Uh, thank you..." Megan accepts the fried tentacle. She figures she should buy time for now before engaging him. The mage would try it without a condiment first to taste it's virgin flavor. It was... pretty good actually. "Mmm. I'll take some mustard on this actually. I must say I've never had an 'Actapoos' before."

Sneaking around the corner, Raulio spots Megan interacting with the octopus sales men, giggling at her mispronunciation of the word.
"My, she's so brave." He says to himself as he quickly sketches the scene while waiting for more back-up.

Rosamond stared at Megan. "Really?"
She shook her head, silver-white hair swaying, and then pinned the Octopus Salesman with her clear-eyed stare.
"We know that you're the murderer, and we've come to arrest you, so. Um. Hold your hands out so we can cuff you."
Surely Raulio or Megan had the cuffs...?

The octopus man chuckles.
"Heh. That's funny. Me, the killer? You shouldn't joke about that sort of thing though, miss. It's bad luck."
He offers Rosa a piece of tentacle as well, grinning crookedly at her. Meanwhile, he prepares another one for Megan, with mustard. The way he grins at Rosa while seasoning a rubbery snack is very eerie, as it seems that his hand is acting almost independently from the rest of his body.

Megan gives up the charade once she's joined by the others, she pulls out her staff and begins conjuring ice to entrap the man's feet. "Give it up, the authorities are on their way, and I'm not letting you escape. For Butcher, Baker, and Candlestick-Maker I will see justice brought."

Rosamond frowned at the Octopus Man. This wasn't how it was supposed to go. He was supposed to confess to his heinous crimes and fall weeping to his knees, begging forgiveness.
She slapped the offered tentacle out of his hand. "Stop that," she told him, and then backed up when she saw Megan conjuring ice.
Rosamond herself had no magic or talent with melee. Just an eye for details and a stubborn streak. Standing next to Raulio, she glanced at him. "You'll have my back if I need to tackle the man, won't you?"
Not that the pretty Fletcher doubted Megan's abilities. She only doubted the loyalty of her family members. Where was Robert? Where was the constable?

The octopus man kicks away the ice and hides behind his cart.
"Help! Help! The crazy witch is attacking me!"
The passer-by turn on Megan, raising walking sticks and umbrellas.
"Leave that octopus seller alone!"
"What did he ever do to you?"
"I don't know what's going on, but everyone's yelling at you! Grr! You suck!"
They begin advancing on the mage, sticks raised menacingly.

Robert runs in, Lord Alecos Sorrowsong and @ihramkrigsbroder trailing behind him. "Hey! Stop! Murderer! Stop where you are!" He stops running, leaning against a wall and gasping for air. He isn't in the best of condition. Beside Rosa, Bennik looks over and sees that his master is in trouble. He squawks and tugs at the cartographer's sleeve hurriedly, trying to drag her over to help Robert.

She was beat down until she was curled up on the ground, she wouldn't dare defend herself or she'd harm the civilians. When Robert and the authorities arrived with whom she assumed where the authorities. "AUGH! The Octapiss vendor is the serial killer!"

Ihram ran to the scene and drew his rapier. He chose to ignore the struggle between Megan and the civilians; that would give the murderer a chance to escape. He pointed the rapier at the octopus seller. "Surrender yourself to the local authorities, killer!" he demanded.

Rosamond stared.
Then she sighed.
And then she got a running start and slammed herself into the octopus cart, knocking it over onto the Octopus salesman on the other side, pinning him to the street.
IF IT WORKED, she'd of course be very proud of herself and wipe off her hands, then glance over at the commotion around Megan and Raulio. She'd then throw herself into THAT fray, by hopping on some civilian's back and smacking him around on the head.
IF IT DIDN'T WORK, and all that happened was the cart clattered to the ground, she was banking on the shenanigans to catch some attention off of Megan. Rosamond would then lift up one of the frying pans and hold it like a bat as she looked at the Octopus. "I WILL use this," she'd threaten.
Robert and Bennik would have to wait. Priorities, you know.

The crowd continues to kick and batter poor Megan on the ground. Raulio runs in, but an old lady smacks him in the face (or attempts to, at least) with a handbag filled with what feels like rocks.
"Get back, sonny! She's throwing crazy accusations! That man's octopus is excellent for my constitution!"
They back away from Lord Krigsbroder, however, when he draws his sword.
"Hey! Put that away! That's dangerous!"
Rosa slams into the cart, but the octopus seller jerks out of the way, throwing himself to the side. The frying cart falls over, and boiling deep-frying oil hits a puddle and explodes everywhere. Droplets of burning oil fly in all directions, scalding everything and everyone they touch. A shouting and whistling announces the arrival of the guards, who see the crowd and start yelling at people and cracking heads with nightsticks. It's clear that they don't know what's going on, and are just trying to break up what looks like a riot. They attack Rosa and Raulio as well. Megan is ignored because she's on the ground, and Ihram is ignored because he has a sword. Robert tries to stop them, but he's too out of breath to call out and is left unnoticed. Bennik runs away.

Raulio quickly responds, using his canvas as a shield and his pencil as a mini-dagger like a child pretending to be a paladin, poking anyone who got too close.

As the cart and its hot oil had been pushed at the Octopus Man, most of the oil is not sloshing near the people beating Megan, although a few little droplets do sizzle and make people back away from at least one side of her. Rosamond was just wielding her threatening frying pan when the guards come around. She relaxes, a relieved smile on her face.
"Oh, thank goodness you're he-- HEY!"
The frying pan clatters with a clang as she gets pummeled up beside a wall.
"I'm not the murderer, he is!" she cries as they forcefully keep her pinned.

Ihram lowers his sword and hurriedly tries to explain to the local civil authorities the situation, mostly being that the man over there, yes, over there, posing as an octopus salesman, indeed a purveyor of octopi, is in fact a mass murderer.

"ERGG!" When the law arrives they start to break up the crowd beating on Megan and she crambles away. Her hair was a mess and she was covered in dirt now. She looks for the octopus salesman. Once she spots him, she'd levitate up into the air and pursue him, clutching her aching side while she floats.

Alecos follows Ihram, limping, as happens when one has a lame leg. He drags himself up to the authorities, and says, "Stop! The murderer is not that woman! Your target is that octopus vendor. I must request you stop assaulting the civilians, in the name of the Mayor!" His natural aristocracy mode kicked in, a sharp, commanding tone ringing in his voice to the guards, who would hopefully concentrate on the octopus salesman and not the pair of Fletchers.
