Small red birds seemed to be dropping these posters across the lands of the overworld. They needed as many dragons as they could to be hunted. Their people have noticed very high dragon movement and aggression from these smaller dragons. It was nothing personal, but this was the only way they knew to curb the small dragon population to protect their people. They hoped the payout and rewards were enough to draw people to their land to hunt, and maybe along the way, decide they want to stay or visit again.
It was a win win situation for everyone, boosting economy in The Phoenix State, as well as boosting a few hunters pockets.
