Something I've been noticing a bit more of lately than usual is the issue of players controlling other groups' NPCs--whether this is just a little flavorful detail mentioned in passing, or the major premise behind a plot.
As a reminder, no player is authorized creative control over NPCs that do not belong to them. Whether this be a descriptive scene of a hapless NPC soldier, to the control of angry mobs, the NPCs being used must belong to the player controlling them. This means if a player would like to control the citizenry of their surroundings, they must belong to the faction that controls that setting, or wait for a response from that faction.

Okay. I'm not pointing out anyone in particular since I'm not sure of the specifics behind some things, I just think this point is worth mentioning as things grow more complicated. I can see if you owned NPCs and then gave them to someone else that you might still retain some control over them and I suppose that is fine.

Physical Description: Gravlor is a mighty dragon of a light blue, almost white, scale plates. His body naturally formed into an armor like structure. Neon ice blue lines and squares pulse on his wings, and under certain circumstances, all over his form. Regardless of what the odds are, they still have to control these responses, as the NPCs are still their assets.

You can continue controlling the Varan. They might be affiliated/citizens of The Free City, but they're still your distinct group. Same with the Solarians and Aedanians and anyone else who has a group living there.
