This is an OOC post. I am looking for a place where my dragon could make her lair. This could be a country, outside of a particular city, a region, or pretty much anything that's already in the game world. She has been hibernating for quite a few years, and thus will not have disturbed any events that have come to pass. She is a quite large, black dragon, and it would help if the location had a bit of local lore attached to it concerning her kind, or her directly if you so wish, and if none is already established, I could write a few stories myself or incorporate them as necessary. Thanks for reading, looking forward to hearing your suggestions.

Clothes and Equipment: Tribal gear of a deep purple hue, with lightly guarded forearms. Her belt hoists a small brown pack, a curled up whip, and two thin, ornate scimitars.
Player's online availability : Some during week days, and most nights 8pm+. Pacific time.

My homeland Sakand has lots of unused, desert/arid land around it. There is also an emphasis on cliffs and rocky mesas towards the edges of the Sorala desert.
I could relay this to our gov players, but considering we like just dug ourselves out of extinction and resurrected (and are still rebuilding) an old city (all of which took months of RP), which is our only city, they're undoubtedly going to want to know how much damage this could potentially do to our barely established civ.
Is this a destructive dragon, or something else?

Well, without wanting to give away too much, she has the potential to destroy, but prefers manipulation and control. The setting, from ten minutes or so of brainstorming, sounds like it might work rather well! Who knows what else is buried beneath the baked earth, right? Maybe someone could even stumble upon a dragon's lair.
A few other governments have dragons at their disposal, and while this particular one would prefer not to be used as a mascot, I'm sure her presence could provide some leverage for the leaders of this land at one time or another.
I'm not setting out to utterly destroy anything anyone has built here, let me say that. I'm interested in creating a great story.

We welcome this new addition to our fledgling civilization.
A couple points of lore that might be synergistic in some way:
--The city of Sakand, lost since the cataclysm, depends on an ancient tower called Tallak Ka Ara. Atop this tower is a mana resonator, which helps "power" the city by intensifying the magic presence in the immediate area. This tower depends on a powerful magical artifact to be present atop the city. The city is thus dependent on magic as is the population. Practically all use magic in some way.
--Magical fairies inhabit the desert. They gravitate towards the magic of the tower and the city, but otherwise will gather in small oasis in small populations.
These are a couple lore points you could work with as a starting point in weaving in how/why your dragon exists/existed here for so long. The recent ignition of the Tallak Ka Ara following the acquisition of a powerful magical artifact might have in some way signaled your dragon to return to the land. If so, the threat of dragon retaliation might pose a formidable deterrent to anyone who'd attempt to remove the artifact from Tallak Ka Ara and remove the power source. Not necessary but just some starting ideas.

[Phoenix] Zaltos Kiraxo

Physical Description: Zaltos stands roughly 6'2" and weighs around 220 pounds. He is currently using a young male for his vessel that is around 17-20 in age. Since this side of his Red Phoenix has never been present long, it is as juvenile as the new Zaltos, allowing him to be open to learning new magic besides his fire. His build is that of a well trained martial artists and his skin in a moderate tan color. His eyes flash an icy blue and his hair is silver and shoulder length.
Clothes and Equipment: His garb changes, as does his armor. He no longer uses the Phoenix Blade in a broadsword form. This sword is a dual blade sword that is highly magic. These blades are covered in a magical sheath that turns to fire when Zaltos takes hold of it. This sword is rumored to posses the first Phoenix ever. He currently has no shield but his fire. He does carry small items that can be used in combat, but these items vary from time to time and will never be the same at any point.

Or you could go with The Phoenix State where the people worship dragons and you don't have to worry about anything. TPS currently has no residing dragon, so having one there would be great. If it's of any interest, just let me know. Multiple varities of people and desert based lands, so you're dragon character could very well seize control of a land there, especially the Black Lion Tribe, as they are the darkest beings we have and are easily swayable when it comes to dragons and power.
