Golden Bear Tribe
132 mi. from Free Plain Border, 45 mi. east of Risar Outpost #2

Commonly mistaken for snow, the ground is covered in an efflorescence. Deep within these grounds are a dwarven species that seems to be commonly visited in private with officials from The Phoenix State. The Golden Bear Tribe has a mountain top entrance which glowed white also, camouflaging it with the land.
Golden Bear Tribe has a known reputation throughout the other tribes as 'mean'. If they like you, they'll curse you up and down, then buy you a beer. They never tell what they're mining. But to reach them at the top, you'll have to make it up the efflorescent covered desert mountain that is filled with various spots that the Golden Bear Tribe use to attack enemies by surprise.
There is no physical presence of The Phoenix State. The Phoenix State Flag flies above the Golden Bear Tribe's flag. Other than this, the tribe is it's own entity, a protectorate within The Phoenix State's borders.
