The third layer of the Black Lion Tribe is the built around an underground lake. It hosts a few business's, but it is mainly a residential community for the wealthy. These same people are also the people you need to talk to if one needs siege weapons, mounts, highly magical items, and things of equal value. This is not a commonly known thing, but anyone with military intents knows of it.
